George Osborne is pressing for fracking in the UK - see this Guardian article. There's much controversy around this technique for extracting gas from underground. However, the main objection is that it is still a fossil-fuel and therefore it contributes to carbon emissions and climate change. A straightforward way to resolve this issue would be for government to mandate that fracked gas could only be extracted and used if this was accompanied by Carbon Capture and Storage. Carbon taxation and similar measures would ensure that the full costs of environmental externalities were brought into the financial calculations and investment decisions. Job done.
